Biography: 

Frank Sirotich is the Director of Data Analytics, Research and Evaluation at the Canadian Mental Health Association Toronto Branch and an Assistant Professor (Status Only) at the Factor-Inwentash Faculty of Social Work at the University of Toronto. He has over 20 years of experience working within the community mental health sector in clinical, research and senior leadership roles.

Frank’s previous clinical experience includes direct practice and clinical supervision in the areas of  forensic social work and dialectical behaviour therapy. Additionally, he has provided oversight for a portfolio of community mental health programs supporting individuals with a mental health or addiction challenge and involvement in the criminal justice system.

Frank’s research has focused on identifying the needs of vulnerable populations receiving community mental health services, including individuals experiencing homelessness, and measuring health outcomes for equity seeking populations that have a serious mental illness. He is currently leading two provincial studies. The first is focused on developing and piloting quality indicators for the community mental health sector. The second is focused on examining the long-term effects of the COVID-19 pandemic on individuals receiving community mental health services.

Frank’s areas of social work expertise include leading community mental health service design and evaluation, performance measurement, and organizational and cross-sector quality improvement initiatives. He has undertaken numerous evaluations of community mental health services and led the development of integrated service models within Ontario Health Teams. He has also led the development of a peer program evaluation initiative in which people living with a mental health or addiction challenge are trained and employed to undertake evaluations of community mental health programs.
